Start with the transaction list
For a Winnipeg seller, the first check is which supplies are taxable and where they are supplied. The general Manitoba RST rate is 7%, calculated on the selling price before GST; applicable standard GST is 5%. Those rates do not mean every invoice should carry both taxes. Keep a short list of product, service and location questions that need review before using a standard code.
Build two separate bridges to the closing balances
For GST, connect tax on sales, eligible input tax credits, adjustments and payments. For RST, connect collections, authorized adjustments, self-assessed amounts where required and remittances. RST paid to a supplier is not a GST credit. Match each payment to the correct account and reporting period, then compare the ledger with available account confirmations. A missing payment reference can otherwise look like a tax-calculation problem.
Illustrative example: the reserves are different
Assume a business has $8,000 of sales confirmed taxable at both standard Manitoba rates in the period. The sales generate $400 GST and $560 RST. If the business has $150 of eligible, documented GST input tax credits and no other adjustments or opening balances, the illustrated GST amount is $250. The RST amount remains $560 before any separately reviewed RST adjustments. Combined cash required for these simplified amounts is $810, but the two underlying liabilities stay distinct.
Close the exceptions before relying on the result
Review missing purchase invoices, unusual zero-tax codes, credits dated after a sale and taxable services bought without RST. For each exception, record the transaction reference, question, responsible reviewer and decision. Keep original documents with the resolved treatment. Then compare the actual reserve with the two reviewed balances and schedule payments using the business’s assigned filing requirements. The example is a reconciliation exercise, not a complete return: existing balances, timing rules, special methods and other adjustments can change the result. Repeating the same check monthly makes the eventual filing package easier to explain.
