Budget Manitoba’s 2026 Payroll Levy with the Right Thresholds

For 2026, Manitoba’s Health and Post Secondary Education Tax Levy uses $2.5 million and $5 million payroll thresholds. Determine the employer’s applicable payroll and status before estimating the levy; using an older form or treating every corporation separately can give the wrong answer.

Apply the correct full-year calculation

For a full-year employer with a Manitoba permanent establishment, payroll of $2.5 million or less is exempt. Above $2.5 million through $5 million, the rate is 4.3% of the excess over $2.5 million. Above $5 million, 2.15% applies to total payroll, with no $2.5 million deduction. Associated corporations and certain corporate partnerships share the exemption, and part-year establishments require prorated thresholds. These conditions matter before a worksheet is used.

Illustrative example: an unassociated employer

Assume an ordinary, unassociated employer maintains its Manitoba establishment all year and has $3.2 million of applicable 2026 payroll. The excess over $2.5 million is $700,000; at 4.3%, the illustrative levy is $30,100. This is an employer cost and should be distinguished from employee deductions in the accounting records. The example excludes special situations and does not calculate an associated group’s allocation or a part-year liability.

Forecast wages with their effective dates

The levy forecast should use the payroll expected for the year, including approved hiring and pay changes. Manitoba’s general minimum wage is $16.00 as of September 6, 2026 and is announced to rise to $16.40 on October 1, 2026. Industry-specific rules and agricultural coverage need separate review. For an illustrative 500 hours paid at the general minimum after the increase, the direct wage difference from $16.00 is $200, before employer contributions and other costs.

Reconcile the estimate with the employer records

Keep a schedule of applicable remuneration, related entities, establishment dates, payments and the calculation version used. Compare payroll reports with the ledger and investigate differences before updating the annual estimate. If ownership changes or another business joins the group, request a fresh applicability review. A restricted worksheet can illustrate the ordinary full-year unassociated case, but it should not silently accept group or part-year inputs. The owner then has a clear forecast, a named reviewer for the remaining questions and a record of why the calculation changed.
